    Keeping our roads and highways safe is the motivating force to passage of Constitutional Amendment No. 7, on ballots statewide in the Aug. 5 primary elections next week in Missouri.

    That was one of the messages of Missouri Sen. Mike Kehoe (District 6 — Jefferson City), when he addressed the crowd at last week’s Newton County Republican Central Committee annual Free Watermelon Feed.

    Kehoe reported that he served on the Missouri Transportation Commission with Neosho’s Rudy Farber and they knew since about 2008 that the Missouri Department of Transportation (MoDOT) would soon develop a funding problem.

    “And that problem has come right now,” said Kehoe.

    Kehoe explained that MoDOT’s budget has plunged from $1.3 billion annually in 2009, to $700 million a year today, and will be $325 million by 2017.

    “So that is a 75 percent decrease in what MoDOT will have to keep your roads, your families safe and our businesses operating and running on time,” he continued.

    Kehoe said citizens have been polled extensively on how they would fund road and bridge construction and maintenance and a ¾-cent sales tax is on next week’s ballot because of that research.

    Some feel the gas tax should be raised, others suggest toll roads, but he said both of those solutions poll very low with Missourians and only a sales tax gains better than 50 percent support. Kehoe explained that the Hancock Amendment will not allow lawmakers to enact such a large tax increase in order to meet the needs of MoDOT.

    “And that’s good,” he said. “You don’t want elected officials or crazy politicians to be able to do that to you. So we asked the people in the last four years what they would support the most.”

    Kehoe said gas taxes are accepted by about 20 percent of Missourians, while toll roads poll at about 35 percent. But a small sales tax received 54 percent acceptance from the state’s residents.

    “We don’t have a lot of options to get something going before you will start seeing bridges closed and lives lost,” he concluded.

    Kehoe said Amendment Number 7 has consumer protections, a list of proposed projects, and a 10-year sunset, so voters would have to re-approve it for it to continue beyond that time.

    He said fatalities on Missouri roads have gone down considerably over the past five years, while MoDOT has had a robust construction budget.

    “What it shows you,” he noted, “is that when MoDOT is entrusted by its citizens — and they’ve proven to be good fiduciaries with the budget — and they’re working on Missouri’s roads, we can make them safer.”

    Page 2 of 2 - Kehoe said Missouri’s roadway system is the seventh largest in the nation, but the state is 40th in funding.

    “We have more center-lane miles than Illinois and Kansas combined,” he said. “But our road budget is one-third of what Illinois’s total budget is. So, it’s something that we have a great need for and what I’ve always said is I don’t want to be a legislator that ever passes a tax or a funding mechanism like this on Missourians. But I think it’s appropriate for Missourians to be able to decide.”

    Kehoe closed by saying that 11 other states have gone to this funding model for transportation. Because of fuel efficiency and better gas mileage for vehicles, he said Missourians are buying about half the gas that they bought 10 years ago and gas tax revenues will continue to decline because of that.

    The ballot language for Constitutional Amendment No. 7 reads: “Should the Missouri Constitution be changed to enact a temporary sales tax of three-quarters of one percent to be used solely to fund state and local highways, roads, bridges and transportation projects for 10 years, with priority given to repairing unsafe roads and bridges? This change is expected to produce $480 million annually to the state’s Transportation Safety and Job Creation Fund and $54 million for local governments. Increases in the gas tax will be prohibited. This revenue shall only be used for transportation purposes and cannot be diverted to other uses.”

    Missouri voters are asked to decide five Constitutional Amendments when they go to the polls on Aug. 5.

    Amendment No. 1, known as the ‘Right to Farm’ bill, was spearheaded in the legislature by state Rep. Bill Reiboldt, 160th district, Neosho. Reiboldt explained what the measure would, and would not do, while speaking to a large crowd assembled in Neosho’s Big Spring Park last Thursday for the Newton County Republican Central Committee annual Free Watermelon Feed.

    “Amendment No. 1 is very important because like our religious liberties, like our gun rights, could we be threatened in some way in the very basic right of farming?” asked Reiboldt, who then answered his own question. “I think yes. We have out of state groups – the Humane Society of the United States, we have PETA (People for the Ethical Treatment of Animals), we have the Sierra Club and others – who are bent and determined to disrupt Missouri’s No. 1 industry and that is agriculture.”

    The ballot language for Amendment No. 1 reads: “Shall the Missouri Constitution be amended to ensure the right of Missouri citizens to engage in agricultural production and ranching practices shall not be infringed?

    “The potential costs or savings to governmental entities are unknown, but likely limited unless the resolution leads to increased litigation costs and/or the loss of federal funding.”

    Reiboldt expressed joy that ample rain and cooler temperatures are leading to a very good crop year in Missouri, and stated that could help the state budget going into the next year.

    “Because the way agriculture goes, when we have good years, that is the way our state is going to go. They just work hand in hand,” he said.
    Reiboldt announced that it is time to draw a line in the sand and send a signal that agriculture will be protected in Missouri.

    He warned, “You outside of state groups, you’re not going to come in and you’re not going to disrupt what we have worked a lifetime for, and with that we have different groups that are trying to trash this amendment, saying that it’s all about corporate farming.”

    Reiboldt disagreed, and indicated that the amendment covers everyone who farms in the state.

    “It’s a constitutional guarantee,” he said, “and with a constitutional right comes responsibility and comes regulation. The scope of Amendment 1 is similar to the right to bear arms. When we have as citizens the right to bear arms, that doesn’t give us the right to go into a crowd and just start shooting people. And so it is with agriculture and what we do in agriculture.”

    Page 2 of 2 - Reiboldt said opponents argue against corporate farming, but corporate farming is mainly small farmers who have formed a corporation.

    “A C Corp, Sub Chapter S Corp, my family farming operation has been incorporated since (19)78, and it’s necessary for tax purposes, for estate planning, and to be able to pass it along to generations to come,” he said.
    In order to carry on in these changing times, Reiboldt asserted that farms have to be larger so farmers can farm more. He said his father made a living milking 35 cows, and he milked 150 cows on his dairy to keep up with the times.

    “So it’s not about corporate farms,” he said.

    Reiboldt said other misinformation spread by opponents is that the measure will allow Missouri farmland to be sold off to foreign interests.

    He argued, “On the foreign ownership of farmland, we overrode the governor on Senate Bill 9 last year, putting in place one of the best bills limiting the purchase of foreign farmland.”

    Also differing from what others are saying in regards to the bill, Reiboldt said local control will not be affected.

    “It will stand status quo,” he said. “We will work side-by-side with the county ordinances and the county health boards.”

    All five of the amendments on the August ballot were explained by lawmakers during last week’s watermelon feed. This is the third in a series to explain those to readers, and the explanations for amendments 8 and 9 will appear in the coming days in the Neosho Daily News.

    What a crock the whole purpose of this Amendment is to protect Corporate farming and puppy mills. You Mr. Riebolt were caught in a red faced lie when you said you didn't receive contributions from corp. farms I guess the 5 grand from Smithfield farms was just a gift and not meant to influence your sponsoring this bill. I hope the voter sees through your shoddy politics and votes no to Amendment One and vote you out of office in the next election.

    Constitutional Amendment No. 9 is one of five statewide ballot initiatives awaiting voters who go to the polls for the Aug. 5 primary elections next Tuesday.

    All five of the amendments were explained by state lawmakers during last week’s watermelon feed hosted annually by Newton County Republicans in Neosho’s Big Spring Park, and this is the last in series to provide those explanations to readers.
    The ballot language for Amendment No. 9 reads: “Shall the Missouri Constitution be amended so that the people shall be secure in their electronic communications and data from unreasonable searches and seizures as they are now likewise secure in their persons, homes, papers and effects? State and local governmental entities expect no significant costs or savings.”
    .

    State Rep. Bill White, Dist. 161, Joplin, said the measure is similar to the 4th Amendment in the U.S. Bill of Rights, amending the state Constitution’s Article 1, Section 15.

    “It says the people of Missouri will be secure in their persons, their writings, their homes and their effects, from unreasonable search and seizure,” he said. “The only way the government can do that search and seizure is with specificity of what they are going after and probable cause; which they take in front of a judge and get a search warrant.”

    He explained that approving the amendment adds electronic communications and data to the list of protected personal resources. White said a ‘no’ vote would keep the status quo, which means their protection is uncertain.

    “I am sure that the Founding Fathers back in 1777 when they drafted Amendment Four, or when our state came into being and our state Constitution was drafted, if we would have had computers, electronic data, cellphones, they would have been included with writings and personal effects. I firmly believe that.”

    White said that some feel the amendment is not needed, but he disagrees.
    “The Supreme Court of the United States last month had to make a ruling that indeed data on a cellphone has to have a search warrant,” he said. “Law enforcement cannot start going through your cellphone. That’s important.”

    He discussed the NSA (National Security Administration) scandal and explained that some in attendance may have unknowingly had their phone conversations overseas analyzed and listened to.

    “And we have some appellate jurisdictions, I’m a little concerned about how concerned their interpretations of our existing Constitution will be,” he said.

    White said even those who are not guilty of any wrongdoing should be concerned. He warned, “Remember the federal abuses and harassment of conservative groups that have done no criminal activity and the government had no probable cause to harass. Think about the personal communications that are not criminal that might be taken by the government and either ‘accidentally’ released or accessed through a Freedom of Information Act (request) that can destroy a career, it can destroy a life, it can destroy a family, and again, non-criminal.”

    Page 2 of 2 - White argued against the idea that the amendment will harm law enforcement efforts, and reiterated that probable cause and specificity are necessary to gain a search warrant to go through your personal effects.

    “How many of you out there have done an email?” he asked. “How many of you have Skyped? How many of you use your cellphone? How many of you keep your data and personal information for your business or your home on your computer?

    “If you have it in writing or the old-fashioned ledger book, guess what, it is protected under our Constitution specifically; it’s writing. If you have your cellphone or your computer it may depend on the courts. This amendment will make it clear they are protected.”

    To those who argue that the language is ambiguous, White answered that it is just like the language already in the Constitution that it would amend, and is very similar to that in the Amendment four of the U.S. Constitution.

    “So if it is overbroad and too general, then our Constitution and our 4th Amendment of the United States Constitution is overbroad and general,” he said. “Data is the new pen and paper.”

    Marshall Works of Springfield is running a grassroots campaign to secure the Republican nomination for Missouri 7th Congressional District seat in Tuesday’s primary elections.

    After 38 years in the insurance business, Works said he is running for office for the first time ever because someone needs to step up to help fix congress.

    “The way I look at it, the current way of thinking hasn’t had such good results,” said Works. “A recent Gallup poll showed a seven percent approval rating of this Congress, which is an all-time low for any Congress. Even (President) Obama had a 29 percent approval rating, and when Congress’ is a quarter of someone who’s been designated as the worst president since World War II, that’s actually depressing that these are the people representing us, and frankly, I think I can do better. I certainly can’t do worse.”

    If elected, Works promised he will not ignore the white elephant in the room.

    “We’ve got this ginormous federal debt that no one seems to want to deal with,” he said. “We have consistent trillion dollar deficits. Our economy has been hemorrhaging jobs. Our government is as inefficient as it possibly can be, now we’re taking on this ginormous cost of Obamacare. Our borders are leaking like a sieve, and no one seems to be addressing it, so that’s what I’m going to do.

    “I realize I’m only one voice out of 435, and I realize as a freshman you probably don’t even have a full voice, but somebody has to do something. I can’t in good conscience sit on my hands and watch this train wreck continue.”

    Works explained that Congress turned to the Simpson-Bowles Commission several years ago to find ways to cut the budget, and it found ways to cut without gutting the budget.

    “And they did none of it,” he said. “They basically discounted the entire commission report.”

    Works said Congress brought in two retired Congressmen to come up with the plan since Congress didn’t have the guts to draft such a plan, and then chose to ignore the roadmap they were given.

    “Does the economy have to totally collapse before these guys get it?” he asked. “Half the country doesn’t pay income tax, and yet we seem to be arguing over things that we’ve been arguing about for years. Let’s look at what’s wrong right now and deal with it. If we keep having the same arguments over and over, each party standing in their respective corner, pointing fingers and throwing rocks at the other guys, somebody’s got to go in, somebody who is able and willing to negotiate.”

    Page 2 of 3 - Works maintained that what separates both sides is much smaller than what unites us, but leaders never spend any time talking about how to do things.

    “It’s why we can’t do things,” he said, “and that’s got to change.”

    He said there are many things to clean up in a Congress that only spends about 30 hours a week on the job.

    “Their total inability to police themselves from an ethics standpoint, from a term limits standpoint, it’s just amazing,” he said. “They exempted themselves from Obamacare, anything from my perspective that’s good enough for us should be good enough for them, and I don’t see them showing leadership at all, it’s more of a narcissistic response. ‘Here, we know what’s better for you.’ But it’s not best for us. ‘Do what we say, don’t do what we do.’”

    He said our tangled foreign affairs could be stronger had the president not gone on a worldwide apology tour for being who we are.

    “But yet, all these people from all these other countries want to come here and be a part of us,” he said. “So I don’t know what we feel obligated to apologize for. We have an economic and political system here that allows people to do and be all they can be, and that’s not true in every other country. So to be apologizing for all the bad things we are, that’s ridiculous. We ought to start with being proud of what we’ve done and what we’ve accomplished, and go from there.”

    Stating that it takes a village to raise a child, Works proclaimed, “It’s going to take everybody to get me elected. I’m fighting an incumbent, and the power of incumbency. I’m competing against somebody who has already raised $800,000 in campaign funds and a guy who has name recognition all over the district. I have none of those three, so in addition to the people who actually believe the way I do, that we can and have to do better, I have to have disgruntled Republicans join with me. I have to have Democrats, I have to have Libertarians, I have to have Independents, who say, ‘You know what, enough is enough, we’ve got to do something here.’ And until that group gets motivated, I don’t know if it can happen.”

    Works said roughly 30 percent of the people who voted in the last couple of general elections actually voted in the preceding primaries, and just a shade over 50 percent of registered voters participated in the general elections, so a small percentage of Americans are making the decisions for all.

    Page 3 of 3 - “So it’s really going to take some motivated people to make a change,” he said. “We’ve got to decide what we’ve got isn’t working, and they’ve got to do something about it, lip service doesn’t get it done. They have to take action.”

    Works is paired on the Republican ticket against incumbent 7th District Congressman Billy Long in Tuesday’s primary elections.

    Jim Evans believes that candidates and office holders have a responsibility to make themselves accessible to the citizens they seek to serve. Apparently Billy Long does not.

    Jim Evans has participated in multiple major community activities such as parades and festivals throughout the area this year, no matter how small the community. Billy Long has appeared at none of them.

    Jim Evans held public meetings in Springfield and Joplin to openly discuss the issue of America’s trade policies and invited Congressman Long to join him. Billy Long refused.

    Jim Evans proposed a series of such open public meetings on various topics in various venues throughout the district. Billy Long rejected the proposal.

    Jim Evans is not afraid to be challenged, by an opponent or member of the public, on his views of the critical matters facing our country. Billy Long evades such opportunities.

    Jim Evans respects and trusts the citizens of the Ozarks and is honored to be able to meet and talk with them. Billy Long’s behavior indicates that he holds them in contempt.

    Democracy. A high sounding word. Noble, altruistic and almost sacred.
    And a steaming pile of useless. Democracy has its good points, a lot of
    them. And in theory it looks wonderful. And in a perfect world it would
    probably be the ideal government. But it has been tried on occasion
    down through recorded history, and each and every time it has failed.
    And it didn't just fail like some tree withering and dying, it always went
    out in a blaze of violence, suffering and death..usually on a mass scale.
    That's because when the inevitable revolt hits, those that naively worship
    it will die fighting to preserve it. Not me. Why? If I answer that question
    honestly, you'd better be ready to face some hard truths because I'm
    not going to pull any punches. I'm going to lay it all out exactly like it
    is. That's because I'm sick of having to watch what I say lest I offend
    some politically sensitive female or pro-faggot liberal. That's one of
    the major problems we have in this country, no one's got the guts
    to publicly take a stand for the truth about anything. It's all about
    "compromise" and "negotiating" and now "political correctness".
    Gag me with a rotten sock...

    You want to know the primary reason democracy won't work? People.
    That's right..you. The average American on the street couldn't tell you
    a thing about ancient Greece or Rome, or anything salient about history.
    Heck, not one-in-ten can even point to the state they live in on a national
    map! Think I'm exaggerating? I'm not sadly..not in the least. In fact I'm
    probably being generous. And the structure of our government? Haw!
    Forget it. Not to even save their life. Almost none of them can name the
    three branches of our government, and an even smaller number could
    tell you the difference between a senator and a congressman. All any
    of them know is that every four years they get to vote for whatever thug
    the present regime presents to them for the top position in government.
    I once saw a poll on the reasons women voters picked a presidential
    candidate. The number one reason was "cuteness". Not intelligence,
    not experience, not honesty, and certainly not his background or political
    platform. The important reasons never even made the cut. All that mattered
    was looks and his "rap". You know..if he was a good speaker (BS'er)...

    You want proof of this? Heck he's sitting on his evil black ass in the White
    House as I speak. And that same ape wrote not one but count them..three
    biographies and two manifestos, proclaiming openly and publicly his virulent
    hatred for all things white, and for this country. He gave this ignorant, self -
    absorbed public all the warning it needed to avoid electing that turd. But it
    was ignored, just like every other important fact that's come before them.
    All Americans are interested in is eating, drinking, sleeping, screwing, and
    watching TV, with a side order of laying up on their worthless asses. Totally
    useless. Useless to themselves and everyone else. Not worth the meat they're
    made of...

    Ask any kid today below the age of thirty how to play video games and he's
    an expert. But ask him to fix a car or an appliance, or build a house or repair
    the plumbing or work with electronics or aircraft, or anything requiring study,
    work, and dedication and all you'll get are blank stares. If all of us above that
    age were to suddenly vanish from the earth one night, within one week this
    country would grind to a standstill, and in another week would have reverted
    back to the dark ages with no water, no power, no heat, no gasoline, no TV,
    and no food. The perfect slave generation. Politically and technologically
    ignorant. And this is exactly what our liberal and Jewish enemies have been
    working to create for so many decades. Well, all that work has finally born
    fruit. The only thing standing in the way of a new communist slave state
    America..is you and me...

    The really tragic part of all this is that it could have been avoided over 200
    years ago when the Founders were sitting around a table, framing the U.S.
    Constitution. They did a good job, a marvelous job..as far as it went, but
    they left it incomplete, without the safeguards and extra rules that were
    vital to its survival. They forgot..all of them did..the human element...

    The sad truth is that there has always been and there will always
    be a small percentage of people that are totally corrupt, evil and vile,
    with absolutely no moral code or scruples. People that are capable
    of doing anything so long as it furthers their goals. And unless you
    make provisions for dealing with these people when you frame some-
    thing like a national constitution, you're leaving yourself wide open to
    inevitable destruction. That's because these predators and parasites
    are unrelenting and will never stop searching diligently for a chink in
    the armor. And if it's there, you can rest assured they'll find it. That's
    because freedom is loathed by those that crave power over others.
    And unfortunately there are several different mental diseases whose
    main symptom is that very craving. Humanity suffers from a perpetual
    bumper crop of psychos. We have malignant narcissists, sociopaths,
    psychopaths, megalomaniacs, sadists and others that literally live for
    controlling others. And every last one of them is limitless in what he
    is capable of doing to you or your loved ones to get power over you...

    Our senate, house of reps and the presidency are all completely manned
    by such maniacs, every one of them vying for more power all the time. They
    couldn't care less about the welfare of this country. All they're using their
    position for is the acquiring of more wealth and power. And of all these low-
    lifes the Jews are by far the worst. Because like Obama, they despise both
    America and the whites that created it. Democracy is a wonderful way to
    govern..if it's laid out with the proper protections. Ours was not. You'd think
    the Founders would have learned from the mistakes of ancient Greece and
    Rome but no, they simply repeated the same idiot moves that led to their
    downfall. Let me explain where they..and we..went wrong:


    The Missing Amendments

    1. No citizen may vote unless he is a member of the National Party.
    One party shall be formed, and no other party shall be allowed to exist.
    All candidates for the various offices must belong to this party. To be
    a member of the National Party one must pass the following requirements:
    A. He must have a minimum of 2 years of college and must have graduated
    with a "C" average or better. He must be a productive member of society.
    This means he must be either gainfully employed, own a business, be
    retired, disabled or financially independent. He must be a land owner. He
    must have an IQ of 105 or better. He must be a native born citizen. He
    cannot be the child of illegal immigrants. He must pass a written test,
    proving he has a working knowledge of the structure and workings of our
    government. Sexual predators, homosexuals, communist liberals, illegal
    aliens and Jews are strictly prohibited from joining the Party or voting in
    any election. A person must also be of good character and be able to
    provide three character references. A Party member must be Caucasian.
    Caucasians built this country for other Caucasians and no others. Grim
    experience has taught us that the other races are incapable of functioning
    in a productive manner in a white democracy. They invariably become
    predators and parasites...

    All candidates must pass an extensive psychological screening to prevent
    giving power to a closet psychopath. They must also submit to a polygraph
    examination to screen for hidden agendas and hidden liberal convictions. All
    electees will serve a term of office not less than eight years, and all elections
    and campaigns will be financed by the federal government on an equal basis.
    No candidate may use his wealth to gain an unfair advantage of extra media
    exposure. The increased length of terms is to give a greater stability to our
    nation and its political system. These are just some of the radical changes
    that need to be made if our type of nation is to ever survive as a democracy.
    For no democracy can stand forever in its present form. You know this deep
    down as do I. It's only a matter of time before the whole mess comes crashing
    down around our ears because too many of us are too gutless to fight for
    the changes needed to prevent it. We'll be exceedingly lucky just to salvage
    a portion of our republic for the white conservative base. For it is these and
    only these that have a chance at surviving in a free society. Freedom is not
    free. It costs blood. Sometimes lots of it. That's because the primitives that
    dominate this world cannot exist in any other society but a dictatorship, no
    matter how cruel and unjust. That's because they do not possess the inner
    character to rule themselves. We do. And we did for a very long time until
    the liberals and Jews stepped in and began their evil campaign of dismantling
    white society under the guise of "social justice". Our forefathers knew their
    way wouldn't work, and that's why they didn't institute it at the beginning.
    And if they were alive today I can guarantee you that they would be tearing
    down the madhouse our enemies have made from their original framework...

    If we are ever fortunate enough to re-establish a white democracy, let us
    hope that some of you reading this will remember the things I've taught
    here today on how to prevent another Jew\Liberal takeover. Because if
    someone doesn't institute these new rules, there's really no point in
    trying again, now is there?
