    MINNEAPOLIS — The nation's governors, facing increasing threats to their capitols and little support or information from the federal government, said Wednesday that they are bracing for long-term danger from extremist groups who already have breached government buildings, damaged property and been linked to threats against state leaders and their families.

    “It’s going to take quite a while to turn back what’s been started here,” said Minnesota Gov. Tim Walz (D), who has participated in joint calls in recent days with other Midwestern governors about the possibility of fresh violence in the aftermath of last week’s riot at the U.S. Capitol and an FBI warning about armed far-right extremists gathering across the country this weekend.

    The weekly calls began last spring between the governors — mostly Democrats, but some Republicans — as a way to informally coordinate and trade ideas about how to respond to the coronavirus pandemic amid a perceived leadership vacuum by the Trump administration.

    But in recent days, the calls — which have included the governors of Kentucky, Michigan, Minnesota, Ohio and Wisconsin — have taken on a new urgency as state officials have shared information and advice about how to confront what many believe could be a dark and dangerous period of extended insurgency against state and even local governments.

    “This is going to be a reclamation project, and it’s going to be on several fronts,” Walz said Wednesday. Although he and other governors have been focusing on the immediate physical threats — securing buildings and protecting state lawmakers — the longer-term challenge is convincing Americans to turn away from “the partisan and false propaganda that’s poisoning where we are at, and that’s going to take quite a while.”

    On the same day the pro-Trump mob attacked the U.S. Capitol, Walz’s 14-year-old son was evacuated from the governor’s mansion after a group of armed protesters gathered to cheer on the events in Washington, with one speaker promising there would be “casualties,” before marching to the residence.

    The Minnesota State Patrol, which oversees security for the governor and his family, added more officers at the scene after an attendee shouted that Walz and his family should be taken prisoner.

    Walz, whose state was prominently mentioned in a leaked FBI memo this week detailing threats of armed violence and protests in state capitols on Jan. 17, said state officials had been left largely alone to confront coming potential threats. He said he had not been briefed by any Trump administration officials about the FBI memo or any potential unrest.

    “I think they’ve pretty much checked out of the game,” Walz said. “And you would think if there were credible threats after what we saw at the U.S. Capitol, that maybe the governor of Minnesota would get a call from an undersecretary or somebody just to let us know. But no.”

    Walz on Wednesday joined governors in at least a half-dozen states, including North Carolina, Ohio, Oregon and Pennsylvania, who have activated National Guard troops amid fears of unrest.

    State and local officials have declined to detail their security plans for the weekend through Inauguration Day. FBI Director Christopher A. Wray was set to hold a call with law enforcement leaders across the country Wednesday to brief them on the “state of play,” an FBI official said. The director on Monday briefed Democratic and Republican leaders of the House and Senate, as agents continue to investigate last week’s attack and possible future threats to Washington and state capitols in the days ahead.

    Even some local police departments far from their state’s capital are on heightened alert in case problems arise.

    In New York, Westchester County told residents Wednesday that it was deploying additional police patrols through Inauguration Day “to enhance public safety and ensure” the county police force’s “ability to respond to any situation that may arise.” In Montana, the police department in Missoula announced Wednesday that it was boosting its preparedness because of its relative proximity to Helena, the state capital about 100 miles away.

    “We fully support the Constitution of the United States, as well as the constitution of the state of Montana, that includes the freedom of speech, and the freedom to peacefully assemble,” said Missoula Police Chief Jaeson White, who is coordinating efforts with the county sheriff. “However, we do not support violence and we will enforce the law. . . . We are prepared for any civil unrest that may occur.”

    But amid the preparations, state and local officials are increasingly worried that the nation has entered a long period of political upheaval, which will tax security resources for the foreseeable future.

    “Trumpism is not dead and it won’t die on January 20,” D.C. Mayor Muriel E. Bowser (D) said in interview on CNN on Tuesday night, adding the nation’s leaders will have to work hard to mend the country’s political divisions. “In my view, we could be in for a very dangerous time in our country if we don’t have leaders who speak up.”

    In Washington state, Gov. Jay Inslee (D) signed an order Tuesday keeping 750 National Guard troops on duty protecting the Capitol complex through President-elect Joe Biden’s inauguration on Wednesday amid ongoing threats.

    Chris Loftis, a spokesman for the Washington State Patrol, said authorities are racing to track numerous “general threats from specific groups and individuals.” But Loftis cautions that law enforcement officials still have not matched any of the threats with specific details that would indicate imminent danger to the public or government buildings.

    “We have a general understanding of people’s intent to do harm, and are indicating they want to create havoc,” Loftis said. “But we are trying to verify those things, and trying to separate out what someone is just spouting off from what someone has actually developed a plan to do.”

    Loftis declined to identify the groups that are linked to the threats, except to say they come from both “the right and the left.” He added that many of the groups are well known to law enforcement because they have been involved in protest activity.

    But in recent days, after the attack on the U.S. Capitol, Loftis said the leaders of some of the groups have “gone dark and gone quiet” and in some in cases told law enforcement officials that they are now urging their supporters to stay home. Loftis said leaders of some of those groups have told police that “even though they have canceled those events, they couldn’t speak or control all of the elements within their following.”

    “And we are aware it only takes a small group of folks to do anything and everything,” Loftis added.

    Residents and government leaders in Olympia, the Washington state capital, have been on edge since about 100 pro-Trump demonstrators, some armed, stormed the gate of the Governor’s Mansion on Jan. 6 and marched to its front door while Inslee was inside.

    Loftis said it was the first time in 100 years that demonstrators had breached the gate of the mansion, which the Washington State Patrol protects. Loftis said the demonstrators shook the mansion’s metal security fence with so much force that it popped open, and the crowd stormed past an armed guard.

    Loftis said the unrest, which occurred on the same day that the U.S. Capitol was attacked, is likely to have far-reaching conse*quences for how governments and law enforcement agencies across the country view security at “state capitols, county courthouses and city council meeting rooms.”

    “This was a page-turning event … This is going to ripple across the nation,” Loftis said. “Just as schools have had to deal with increasing violence, legislative and judicial facilities are going to have to recognize we are in a new world of elevated acceptance of conflict.”

    It isn’t just Democratic-led states that were bracing for potential unrest.

    In deeply conservative Oklahoma, security has been increased around the Capitol building in Oklahoma City out of caution. And as Texas lawmakers gathered for the opening day of the legislative session in Austin on Tuesday, they were greeted by scores of state troopers, many in riot gear including face shields and tactical vests, who had been deployed to protect the building.

    Among the protesters on site were disaffected conservatives, including many who were armed, who said they were angry at the state’s Republican Gov. Greg Abbott for business shutdowns during the coronavirus pandemic and for not standing up more forcefully to Democrats on other issues. “Gov. Greg Abbott is a Democrat! Change my mind,” one protester’s sign read.

    Martin Holsome, who sits on the Rusk City Council and is aligned with several armed Texas groups including the Three Percenters, said he is planning to hold a gathering at the state Capitol on Saturday. Holsome is mounting a long-shot bid to unseat Abbott in the state’s 2022 GOP primary, arguing the governor has been too willing to consider additional restrictions on firearms.

    Holsome estimated that there are as many as 35,000 Texans closely aligned with heavily armed, far-right militarized groups. But after last week’s mob assault in Washington — Holsome did not attend — he says there is considerable disagreement among members of those groups about how to proceed during future demonstrations in Austin.

    Some members of far-right groups, Holsome said, “want to take over the capital of Texas” to express their frustration with Trump’s election loss as well as their broader concerns that America’s electoral system is “broken” because of allegations of fraud.

    But Holsome said he and plenty of other adherents of far-right views strongly believe that any violence, at least for now, is misguided.

    “You would have to fight the Capitol Police … You got to fight the Texas Rangers … And even if you are Mr. John Rambo himself, the FBI [will be] on their way their down there,” Holsome said. “And say you are superman, and beat every one of those guys — you slay over 10,000 people in breaching the Capitol — then what are you going to do?”

    Still, he warned that disgruntled Trump supporters need to be prepared to both make their case politically, as well as prepare for possible conflict in the weeks and months ahead because he fears “Democrats and socialists” are pushing the country toward “civil war.”

    “If you are doing something to me I don’t like, if I punch you in your freaking teeth, you are going to stop doing what you are doing,” he said.

    When die-hard supporters of President Donald Trump showed up at rally point “Cowboy” in Louisville on the morning of Jan. 5, they found the shopping mall’s parking lot was closed to cars, so they assembled their 50 or so vehicles outside a nearby Kohl’s department store. Hundreds of miles away in Columbia, S.C., at a mall designated rally point “Rebel,” other Trump supporters gathered to form another caravan to Washington. A similar meetup — dubbed “Minuteman” — was planned for Springfield, Mass.

    That same day, FBI personnel in Norfolk were increasingly alarmed by the online conversations they were seeing, including warlike talk around the convoys headed to the nation’s capital. One map posted online described the rally points, declaring them a “MAGA Cavalry To Connect Patriot Caravans to StopTheSteal in D.C.” Another map showed the U.S. Congress, indicating tunnels connecting different parts of the complex. The map was headlined, “CREATE PERIMETER,” according to the FBI report, which was reviewed by The Washington Post.

    “Be ready to fight. Congress needs to hear glass breaking, doors being kicked in,” read one posting, according to the report.

    ZOGling whigger MAGAtards were co-ordinating to promote civil unrest but far more planned and pissfull than the antifa and BLM ZOGbots riots.

    FBI agents around the country are working to unravel the various motives, relationships, goals and actions of the hundreds of Trump supporters who stormed the U.S. Capitol on Jan. 6. Some inside the bureau have described the Capitol riot investigation as their biggest case since the Sept. 11, 2001, attacks, and a top priority of the agents’ work is to determine the extent to which that violence and chaos was preplanned and coordinated.

    The FiBbIes are cooncerned that when whiggers turn feral that they are being lead by White Supremacist anti-ZOGbots.

      The Democratic chairman of the House Homeland Security Committee said Thursday that he was coonfident that Congress would pass new laws to address domestic terrorism in the wake of the Capitol riot, as experts warned that the country would be wrestling with such internal threats for decades to come.

      Elizabeth Neumann, a former assistant secretary of homeland security for counterterrorism during the Trump administration, warned lawmakers that there is a “high likelihood” that another domestic terrorist attack would occur in the coming months and that the problem would persist “for the next 10 to 20 years.”

      She and other experts encouraged lawmakers to take steps to address that threat by giving prosecutors and regulators new tools to address it, both in the courts and in the online communities where extremist ideas are often exchanged.

      “We have to do something,” Rep. Bennie Thompson (D-Miss.) said while chairing the hearing, part of an broader investigation the committee launched in the wake of the U.S. Capitol attack Jan. 6. “I’m sure somewhere there will be agreement on specific legislation.”

      It is not yet clear however what lawmakers will prioritize — and when they will coalesce around specific legislation. Both Democrats and Republicans on Thursday promoted existing measures to establish specific criminal penalties for domestic terrorism cases and to demand accountability from social media companies, including by overhauling Section 230 of the Communications Decency Act, which gives technology companies liability protections from what third parties post on their websites.

          Cynthia M. Deitle is the Matthew Shepard Foundation’s director of civil rights reform and a former special agent with the FBI. Wade Henderson serves as interim president of the Leadership Conference on Civil and Human Rights.

          The worst way to respond to the Jan. 6 assault on the Capitol would be to further undermine the democratic ideals that were under attack that day. The civil and human rights community is united in opposition to federal legislation that would create a new domestic terrorism charge, as some members of Congress and the Biden administration are considering. Such a change could be turned unfairly against communities of color, religious minorities and political dissenters. We must hold the violent insurrectionists accountable now using the federal criminal statutes that have long been available to address white-nationalist violence and give no cover for the failure to use these tools in the past.

          There must be a strategic response to the attempt to disrupt our democracy. The failure to prepare for violence that had been telegraphed weeks in advance makes it clear that we need a more effective plan for dealing with white-supremacist bigotry and white-nationalist ideology.

          But as civil rights advocates with decades of experience, both within the FBI and the civil rights movement, we know all too well that our country has a long history of law enforcement powers being used to expand racial profiling, surveillance and discrimination against communities of color.

          In the wake of the terrorist attacks of Sept. 11, 2001, the USA Patriot Act and related policy changes often targeted Arab and Muslim Americans, creating a climate that fostered suspicion, discrimination and hate crimes. In the years since, we have witnessed a long erosion of due process in the immigration enforcement system. We have seen federal law enforcement investigate Black activists organizing for racial justice as “Black identity extremists.” And we know the systemic racism that fueled Cointelpro, the FBI’s unlawful domestic surveillance operation that was used to try to discredit the Rev. Martin Luther King Jr. and other civil rights leaders, continues to shape our criminal legal system. We should not repeat these mistakes.

          So how should we think about the white-nationalist threat, and how should we respond to it?

          First, we should recognize that white-supremacist violence is a grave threat to national security, as the FBI, the Department of Homeland Security and independent researchers have documented. Any doubt about the nature and intensity of that threat should have been put to rest by the murderous mob that paraded Confederate flags through the overrun Capitol and raised a lynching gallows on the Capitol lawn.

          We must give this threat the priority it deserves. That would include a plan to document and deal with the extent of white-supremacist infiltration in law enforcement and the military.

          Second, we should use the tools we have in hand. There are more than 50 federal criminal laws on the books that deal with terrorism as well as others relating to hate crimes, organized crime and violent crimes. FBI policy has historically instructed agents to open a parallel domestic terrorism investigation when a suspect in a hate crimes investigation “has a nexus to any type of white supremacist extremist group,” especially where it is unclear whether the defendant acted alone and to gather more evidence about motive.

          We do not need new laws; we need the resources and will to enforce the laws we have.

          Third, we should resist the urge to “do something” if that something will cause further harm to communities that already suffer disproportionately from interactions with the criminal justice system.

          A recent letter signed by more than 150 civil and human rights organizations urged members of Congress to oppose legislation creating a new domestic terrorism charge or a list of designated domestic terrorist organizations. The letter acknowledged “our nation’s long and disturbing history of targeting Black activists, Muslims, Arabs, and movements for social and racial justice.”

          We are grateful that members of Congress have an intense interest in addressing the threat of white-nationalist violence that was directed squarely at them. We know that people of color, including lawmakers, have long experienced the violence that was on display that day.

          Like law enforcement, members of Congress have powerful tools at their disposal. They can use their constitutional appropriations and oversight responsibilities to provide resources, conduct investigations and hold hearings that model transparency and bring accountability to the federal response.

          The Biden administration has signaled its intention to address the existence and effects of systemic racism in government agencies. That must include a willingness to ensure that racism and other forms of bias do not corrupt the way that criminal investigations are selected and conducted. They must use the tools already at their disposal to hold violent white nationalists accountable.

          The administration must not undermine these important efforts by supporting unnecessary legislation that undermines our national ideals.

            FBI Director Christopher A. Wray on Tuesday defended the bureau’s handling of alarming intelligence leading up to the Jan. 6 mob attack on the U.S. Capitol, saying he has long warned about the rising tide of such threats as the domestic terrorism caseload roughly doubled over the past year.

            “We have significantly grown the number of investigations and arrests,” Wray told the Senate Judiciary Committee, his first testimony since the riot involving supporters of President Donald Trump. The FBI director testified in September that the number of such cases was about 1,000. By the end of 2020, there were about 1,400 such cases, and after Jan. 6 the figure ballooned again, the director said.

            Domestic terrorism “has been metastasizing around the country for a long time now, and it’s not going away anytime soon,” Wray said. “Whenever we’ve had the chance, we’ve tried to emphasize that this is a top concern.”

            Wray defended the bureau’s handling of intelligence in advance of the attack carried out by Trump supporters intent on disrupting Congress’s certification of Joe Biden’s presidential win. The director said agents followed procedure by rapidly sharing what they were learning with other law enforcement agencies, but he conceded that FBI officials will review internal practices because what unfolded at the Capitol was not, in his words, “an acceptable result.”

            Wray’s appearance on Capitol Hill was the latest high-profile congressional hearing to examine security and intelligence failures leading up to the riot, and what the federal government will do to counter the growing threat of violence from domestic extremists. On Wednesday, FBI and military officials are slated to testify before a separate panel looking into the events of that day.

            The questioning of senior officials comes amid a sprawling cross-country Justice Department investigation into the failed insurrection, which resulted in five deaths and has already led to criminal charges against more than 270 people. Law enforcement officials estimate that about 800 people were in the mob that forced its way into the Capitol.

            Lawmakers questioning Wray were at turns supportive of his efforts, skeptical that the FBI had done all it could to prevent the riot, and concerned that further politically motivated violence could be unleashed in coming days. In testimony last week, the acting Capitol Police chief warned that extremists have discussed another attack on the Capitol during President Biden’s first address to Congress.

            Sen. Richard J. Durbin (D-Ill.), the Judiciary Committee chairman, pressed Wray on how the bureau shared a situational information report, prepared by the FBI’s Norfolk field office a day before the riot, which warned of specific appeals for violence — including a call for “war” at the Capitol. The D.C. police chief and the former Capitol Police chief acknowledged last week that their agencies had received the warning, but they suggested the FBI should have more aggressively sounded the alarm.

            “I would certainly think that something as violent as an insurrection at the Capitol would warrant a phone call or something,” acting D.C. police chief Robert J. Contee III told lawmakers.

            Wray said the report was shared in three ways — sent by email to the FBI’s Joint Terrorism Task Force, which includes the D.C. and Capitol Police; posted on a law enforcement web portal; and mentioned in a command center briefing in D.C.

            “It was unverified,” Wray said of the intelligence. “In a perfect world, we would have taken longer to be able to figure out whether it was reliable. But we made the judgment, our folks made the judgment, to get that information to the relevant people as quickly as possible.”

            Overall, Wray sought to play down the significance of the memo, despite the fact that many things mentioned in the document — out-of-state rally points, a mob surrounding the Capitol, breaking windows, pushing through doors, and fighting with police — wound up happening less than 24 hours after its distribution.

            When Sen. John Neely Kennedy (R-La.) said, “I think we can agree that the FBI had credible information that there was likely to be violence on January 6th,” Wray replied: “I don’t know that we had assessed its credibility. We certainly had information that was concerning.”

            Sen. Richard Blumenthal (D-Conn.) said he understood Wray’s answers, but added: “What I don’t understand is why this chatter, raw intelligence, didn’t prompt a stronger warning and alarm going to the very top of the United States Congress, because clearly the United States Congress was under severe threat.”

            Blumenthal also pressed Wray on the QAnon conspiracy theory that prosecutors say motivated some of the Capitol rioters, but Wray demurred when the senator tried to get the director to criticize elected officials embracing or encouraging such dark fantasies.

            “We’re concerned about any source that stimulates or motivates violent extremism,” Wray replied.

            Blumenthal said he was “disappointed that you’re not discouraging one of the sources of incitement, which is prominent public officials endorsing a theory that in turn resulted in storming the United States Capitol.”

            Republicans pressed Wray on the FBI’s response to the violence over the summer connected to racial justice demonstrations, which Wray said remained of concern. The bureau, he added, had seen a “huge uptick” in anti-government extremism. Wray said the bureau’s response was similar to the investigation of the Capitol riot.

            “We’re trying to look at sources of funding, planning, coordination, trying to learn more about tradecraft and tactics and things like that so that we can be better prepared to prevent it and feed information to our state and local partners so they can be better prepared to prevent it,” Wray said.

            Asked by Durbin if there was any evidence that some of the violence at the Capitol was committed by “fake Trump protesters,” as some prominent conservatives have suggested, Wray said he had not seen evidence of that, nor had he seen evidence of left-wing “antifa” infiltration.

            “We have not to date seen any evidence of anarchist violent extremists or people subscribing to antifa in connection with the 6th. That doesn’t mean we’re not looking and we’ll continue to look. But at the moment, we have not seen that,” Wray said.

            The committee’s senior Republican, Sen. Charles E. Grassley of Iowa, said the FBI should pursue domestic terrorism “very broadly, to include all forms of political extremism.”

            Wray’s appearance before Congress was his first since the riot and his first as a part of the Biden administration. Wray had a fraught relationship with Trump, who publicly attacked Wray and the FBI over its approach to racial justice demonstrations, election security and the investigation of Russian interference in the 2016 election.

            Durbin has criticized the Justice Department and the FBI over their approach to the threat of violence posed by right-wing extremists during Trump’s tenure. In a letter to Wray last week co-signed by nine other Senate Democrats, he accused the bureau of having minimized “the threat of white supremacist and far-right violence, a grave concern that some of us have raised with you on numerous occasions in recent years.”

            In federal law enforcement circles, some have argued that the events of Jan. 6 represent a drastic failure of security and intelligence-gathering, while others have maintained that it was not an intelligence failure as much as a failure to act on the intelligence they had.
