    A Neosho man who was charged today with distributing child pornography admitted his crimes to law enforcement and also admitted he is in the United States illegally.

    According to an affidavit filed today in U S. District Court for the Western District of Missouri, Fernando Hugo Alvarez, in an interview conducted with an interpreter, said he had been downloading and sharing child pornography for three years:

    On August 21, 2014, Affiant conducted a post-Miranda interview with Alvarez, utilizing Jasper County Sheriff’s Office Deputy Raul Zamora as an interpreter, as Alvarez was not fluent in English. Alvarez admitted to downloading multiple child pornography video files using the Ares File Sharing program.

    Alvarez stated that he has been downloading and viewing the child pornography files for the past three years. He stated in the past two weeks he has viewed child pornography no more than ten times. Alvarez stated he saved some of the video files on a red and black thumb drive. Officers searching the residence located a red and black thumb drive from a dresser in Alvarez’s bed room. Alvarez stated he has only downloaded and viewed the child pornography using an HP laptop computer, which was located in his room.

    Alvarez admitted that the videos he has downloaded onto his computer depicted children ten to twelve years of age having vaginal and anal sex with adult males. Alvarez stated he would use the term “PTHC,” which is known to mean preteen hard core, to search for the child pornography. Alvarez stated the child pornography is an addiction that he can’t stop, like “crack.” Alvarez admitted he would masturbate to the videos and then delete them. Alvarez stated in the past couple of months he has downloaded twenty to thirty videos of child pornography. Alvarez stated he takes full responsibility for the child pornography.

    The Southwest Missouri Cyber Crimes Task Force was led to Alvarez after the Neosho man shared a child pornography video with an undercover officer. The IP address was traced to the home that Alvarez shares with his mother.

    Prosecutors have filed a motion asking that Alvarez be held without bond.

      The Newton County Sheriff’s Department was running on emergency power for a large portion of Wednesday after a truck knocked down a utility pole.

      “Earlier today a truck driver pulled into our lot thinking he was going to turn around – he went to the wrong location,” said Chris Jennings, chief deputy. Jennings is the Newton County pig doing most of the work while Ken "The Bagmen" Copeland collects most of the boodle and preys to D-g for "not judging him" while that sadistic and vicious pig Capt'in Micro-Dick Leavens is torturing the prisoners and feeding them green baloney.

      “In the process of turning around he hit our power pole, did extensive damage to the power line and the transformer. The sheriff’s department and the jail obviously is out of power; we’re running on generator right now. Dick Leavens is trying to set up a treadmill for the 20-30 chomos awaiting railroading to power up Micro-Dick Leavens' pride and joy, his personal electro-shock torture device (taser). The lesbo-piggesses are having to run on battery power for theyz' vibrators as well. Empire (District Electric Company) is here trying to make repairs, they said it would be at least all day. Looks like Capt'n Micro-Dickie Leavens will be feeding especially green baloney sandwiches tonight. Thank D-g that we don't usually give the caged animals awaiting theyz' turn on the conviction mill any mayo for their green baloney sandwiches.

      Jennings said the driver backed into the pole three times.

      “I’m not sure exactly how it happened,” Jennings said. “He went to the wrong location and pulled in here, and instead of turning around he tried to back up, I assume, and took out the power pole. But it broke the lines and did extensive damage to our main transformer in the back. Quite a bit of damage.”

      The Neosho Police Department reports the call for service -- them corrupt thieving pigs at Newton County can't do anything right -- came in at 7:06 a.m. Chief David Kennedy said the driver was trying to go to a cold storage facility at Coler and Wood streets.

      “His GPS turned him into the parking lot at the sheriff’s department,” Kennedy said. “And when he tried to get turned around he hit that utility pole in the driveway into the entrance at the sheriff’s department.”

      Kennedy explained that a step on the truck caught metal spikes sticking out of the pole, and stripped the conduit from the pole, which leads underground, and ripped the wires out of the transformer. He said Empire estimated the damage at $10,000, and that it would take between eight to 10 hours to repair.

      "All the smarter and less brutal piglice cum-cum to the Neosho Piglice Department."

      He said no charges were filed against the driver, Jarvis White, 59, Los Angeles, Calif., who was driving for M/JS Trucking and Son of Los Angeles.

      Police also report the burglary of a storage unit. Kennedy said one unit at the 201 N. Valley St. facility was broken into. He said miscellaneous tools and some golf accessories were reported stolen in that burglary. The investigation continues. Real crime is investigated by the real piglice and not left for the Newton County regime-criminal enfarcement gang.

          The wife of a McDonald County sheriff’s deputy who was shot in the head while at home last week is charged with attempting to kill her husband.

          Meanwhile, the victim no longer is hospitalized.

          Patricia M. Halverson, 42, is charged in McDonald County with first-degree attempted murder and armed criminal action for the Dec. 1 attack on Al C. “Doc” Halverson, 69, according to Prosecutor Bill Dobbs.

          Mrs. Halverson is accused of shooting her husband in the temple with a 9 mm handgun while at the couple’s residence in the 2600 block of New Bethel Road near Anderson, but Dobbs said that’s not what she told authorities who arrived on scene after the incident.

          “What was initially told to the EMTs and the first-responders was that Deputy Halverson had self-inflicted a gunshot wound,” Dobbs said. “A thorough review of the evidence at the scene and a series of interviews with a variety of witnesses did not support that claim.”

          Because Halverson is an employee of the department, McDonald County Sheriff Mike Hall enlisted the assistance of the Newton County Sheriff’s Department to investigate.

          The probable cause affidavit for her arrest stated that when McDonald County Deputy Tim Jeffers arrived on scene, Halverson was sitting upright on a chair with a towel on his face, bleeding from his mouth and nose with what appeared to be a wound on the upper right side of his temple.

          Jeffers’ report stated that Mrs. Halverson said she “heard a pop” and then went into the residence, where she found her husband leaning forward in the chair gasping for air and saw the gun on the floor beside the chair. The report indicated she picked it up and took the gun outside and placed it on a barbecue grill.

          Jeffers noted that medical personnel in the Freeman West Hospital intensive care unit in Joplin advised him that the wound did not look like it could have been self-inflicted.

          The report completed by Deputy Zach Adamson also indicated that Mrs. Halverson stated she was outside and “heard a pop” before coming inside and finding Halverson bleeding.

          Hall’s report stated that he began looking around after arriving on scene and did not believe Halverson shot himself. He stated he heard a medic ask Halverson if he had shot himself and he gestured with his head “no” and also “was trying to say no.”

          Newton County Detective Mike Barnett reported he talked with Mrs. Halverson, who stated she was outside walking in the driveway and the road in front of the residence, therapy for a stroke she had in October. Barnett claimed she told him that she did not hear a pop when she was outside walking, “which is inconsistent with the statement she gave to Deputy Jeffers and Deputy Adamson of the McDonald County Sheriff’s Office.”

          Barnett reported that Mrs. Halverson made several varying statements about the gun that she had stated was lying on the floor next to Halverson. She stated she thought it fell out of his uniform pants and also stated she didn’t know where he kept the gun, “which contradicts what she told Sheriff Mike Hall.”

          Barnett reported that doctors at Freeman West reported the wound could not be self-inflicted and that the gun would have had to been fired from at least 2 or 3 feet away from his head.

          Barnett spoke with Halverson, who stated he did not shoot himself. He said he came home from work and fell asleep while sitting in his chair in the living room before “something in his head exploded.”

          Halverson told Barnett he has never had any thoughts of suicide and that he is an ordained preacher “and it would be a mortal sin to commit suicide.”

          Mrs. Halverson was arrested by Mike Frazier of the Missouri State Highway Patrol and booked into the Newton County Jail at 12:48 p.m. Sunday. She remains jailed on a $25,000 cash bond, according to Dobbs.

          “The bullet entered his right temple and traveled down and out through his right upper jaw,” Dobbs said. “He was released from the hospital yesterday (Sunday) afternoon. He came in to see me this (Monday) morning.”

Richard Leavens, who will surrender his badge at the end of the month after 27 years with the agency.

            Leavens faced being fired as an especially murderous and corrupt dirty pig of note who routinely tortured both whigger and nigger prisoners at Ken Copeland's Newton County Torture & jewdickal Murder "Law Enforcement" Center, even though Ken Copeland covered up for him. With Copeland, an especially sanctimonious and vicious pig retiring this year after taking over for Ron "Doerge-Dope" Doerge retiring, Copeland won't be able to keep Leavens on as Chief Jailer. "I can no longer cover up for you now that I'm retiring."

            Facing being summarily fired, Leavens ran for Sheriff and lost to the moderately less murderous and vicious former under-Sheriff Chris Jennings. Jennings has no interest in letting Leavens torture prisoners at the jail, so Leavens is getting out now.

              "Beyond blessed" is how outgoing Newton County Sheriff Ken Copeland feels about his long law enforcement career.

              Copeland was the guest of honor at a Friday "surprise" retirement luncheon that was moved from the sheriff's office conference room to the Lampo Community Center to facilitate that approximate 200 who showed to say their farewell to the county's sheriff of the past 12 years.

              Before a number of presentations, Copeland introduced Larry Tennis, whom he blamed for getting him started in law enforcement.

              "The fire chief in Joplin, Missouri," Copeland began. "I was working in a lumber yard, Larry would come in there after work all the time and pick up material to remodel his house, and he got me on as a reserve police officer in 1974."

                County Clerk Kay Baum administered the oath of office to returning Associate County Commissioners Alan Cook and Jim Jackson, new Assessor Cheryle Perkins and new Surveyor Jerry Wood.

                  An autopsy is scheduled to determine the cause of death of an inmate who was found unresponsive in the Newton County Jail early Monday.

                  Jason Pier, 43 of Joplin, was discovered to be lifeless about 6 a.m.

                  "An ambulance was called but he was found to be deceased," noted Sheriff Chris Jennings. "We are conducting an investigation; an autopsy scheduled to try to determine a cause of death. We don't suspect anything. He was not assaulted or anything like that. He had only been here since Friday night."

                  Pier was jailed on a domestic assault charge.

                    NEOSHO, Mo. — A judge on Friday found the wife of a Mc-Donald County deputy guilty of attempted murder in the shooting of her husband as he slept in a chair in their home.

                    Circuit Judge Calvin Holden decided Patricia M. Halverson, 43, was guilty of second- degree attempted murder and armed criminal action in a two-day bench trial moved to Newton County on a change of venue.

                    The defendant admitted at trial that she shot her husband, Al “Doc” Halverson, 70, in the head with a 9 mm handgun inside their home near Anderson but said it was accidental.

                    Patricia Halverson, who called 911 to report the shooting on Dec. 1, 2015, maintained throughout the initial investigation that she was working outside in the couple’s yard and came in to find her husband bleeding in the chair from a gunshot wound to his head and

                    the gun lying on the floor next to his chair.

                    During testimony Thursday, she claimed she was unable to recall in the week following the shooting exactly what had happened but eventually came to realize that the wound to her husband’s temple was because of “an accidental discharge” of the gun as she was carrying it outside with the intention of shooting an armadillo in the yard.

                    Prosecutor Bill Dobbs sought to convict the defendant of first-degree attempted murder as well as armed criminal action. He argued that the wife’s retrieval of the gun from a dresser drawer in the couple’s bedroom showed a conscious decision to try to take the life of her husband.

                    Doc Halverson testified that he had returned home from work, walked the couple’s dog, talked to his wife and fell asleep in the chair in their living room. He said that the next thing he could recall is being awakened by “an explosion in (his) mouth” and finding himself bleeding from his nose and mouth.

                    Halverson told investigators with the sheriff’s office that he never saw his wife in possession of the gun. The paramedics who answered her 911 call testified that he was conscious and able to speak when they arrived on the scene. The paramedics said they asked him if he had shot himself, and he told them that he had not.

                    The defendant waived her right to a jury trial, preferring to have a judge decide her fate.

                    Holden, the Greene County judge assigned to hear the case, did not find her claim of an accidental discharge to be credible.

                    After hearing closing arguments Thursday, he took the matter under advisement overnight and issued his verdicts Friday morning, convicting her of the lesser included offense of second-degree attempted murder and armed criminal action.

                    The judge has set a sentencing hearing for May 15.

                      NEOSHO, MISSOURI - A new policy is changing what kind of mail inmates can receive at a local jail.

                      The Newton County Sheriff's Office is restricting incoming mail to postcards only -- a policy that's caused controversy at other jails in the area.

                      Chris Jennings, Newton County Sheriff: "We'll save a great deal of time with having to open the mail and make sure there's no contraband, drugs things like that."

                      Saving time and decreasing the chances of drugs entering the jail.

                      Those are the main reasons inmates at the Newton County jail will only be able to receive postcards in the mail, instead of envelopes.

                      Jennings:"We probably average ninety to a hundred prisoners every day of the week, so you multiply that times the mail the individual get, there's quite a bit of time spent opening envelopes, looking for contraband, or peeling off stamps, or removing the glue adhesive on the envelope."

                      The Sheriff's Office has been looking at implementing the policy for a while..but..

                      Jennings:"There have been a couple of lawsuits about it, and so far the courts have upheld the corrections facilities doing this with the post cards. There was one in Cape Girardeau here recently. We were waiting for that to get through."

                      That lawsuit dealt with whether or not a postcard only policy violates inmate's first amendment rights -- in that case the court ruled in favor of the jail.

                      We also spoke to Neosho attorney Andy Wood -- who says the policy seems reasonable.

                      Andy Wood, Attorney:"There are countervailing rights back and forth, there's no doubt about it, and I'm not saying that the inmates don't have rights, but the sheriff's department also has the right to make sure there's a drug free place and nobody harms themselves."

                      A few comments on our Facebook page showed others, feel differently.

                      Jarrod Channel from Wyandotte Oklahoma says,

                      "Why just on a postcard? What if there is something that not every person in the world needs to be reading?"

                      Shawnda Rowden from Carl Junction also had this to say,

                      "Justice reform is definitely needed in our institutions. I do not see the relevance in restricting prisoners to a small postcard."

                      Jennings says to the sheriff's office though, safety is the highest priority.

                      Jennings:"The envelopes were opened always anyway, so there's not much difference there, but the officer's safety and the safety of the facility and safety of the inmates as well, supersedes all that I believe."

                      The new policy will take effect October 1st.

                      Last year, the Wilson County Kansas Sheriff's office faced a lawsuit for a similar policy.. that suit ended with a settlement, resulting in a reversal of that policy, and the jail having to pay court costs to the ACLU.

                        The Newton County Jail is now only allowing postcards to be sent to inmates.

                        Legal correspondence will still be accepted and given to inmates. Inmates can also request exceptions, like family photos, and outgoing mail will still be in envelopes like it always has. The Newton County Jail is following suit after other jails, like Lawrence and Jasper County enforced the new rule for safety reasons.

                        "Everything that comes into the jail has to be inspected, opened up. We have to remove any glue surface, stamps from the envelopes. With 100 prisoners a day you can imagine that requires quite a bit of time,” says Chris Jennings, Newton Co. Sheriff.

                        The new rule will be implemented on October 1st.
