    Newton County: Ruestman wins commissioner seat

    Neosho, Mo. — Republican Marilyn Ruestman will be Newton County’s next presiding commissioner after easily defeating her two opponents Tuesday.

    Ruestman won with 13,378 votes, or 75.11 percent of the 17,811 total ballots cast in the race. Democrat Robert Brumback came in second with 21.45 percent (3,820 votes) and Libertarian Roxie Fausnaught garnered 3.35 percent (597 votes.)

    Ruestman, who currently serves as state representative for the 131st District, will fill the chair of retiring Presiding Commissioner Jerry Carter, also a Republican. She will officially be sworn in this January.

    “I’m pleased and excited,” Ruestman said on election night. “It’s a new job and a big change for me. I’m anxious to get on the learning curve. I appreciate all the people who voted for me and had the confidence that I could do it. I believe that me being a fiscal conservative had a lot to do with people deciding to vote for me, especially during these times. I think I have a reputation for being almost too ‘stingy’. Particularly right now, that’s not a bad reputation to have.”

    Ruestman said her big priority is keeping the county’s budget in the black. However, she said she is also toying with a couple of new ideas. One is to gauge public interest in forming a special road district coalition committee made up of citizens who live in each of Newton County’s eight special road districts.

    “I’m always amazed how citizens who are not involved in the political realm sometimes come up with the greatest ideas that you don’t always see even when you’re sitting right on top of them,” Ruestman said.

    Another idea is to host some listening posts in outlying areas of the county, so as to give all the citizens equal opportunity to voice their opinions and concerns even if they don’t want to make the trip to the county seat.

    “I want them to feel like they’re being listened to,” she said.

    Having been a public supporter of term limits — even though they are now the reason she must leave her present elected post — Ruestman said she didn’t know how long she would want to stay on as presiding commissioner after her upcoming four-year-term is up in 2014. She said she doesn’t begrudge getting new blood into office.

    “I’m not going to be real covetous of this position,” Ruestman said. “I’ll do the best I can. I think four years is a good time to see where this economy is going. I think it’s going to be a slim four years, but if we see a lot of (revenue) moving upward, I think it will be a good time for us to prepare for the county to grow.”

      Newton County, like the federal and state regimes, promises legitimate rule by the governed while becoming a police state internally. My own four grandchildren were stolen, bought and sold like cattle and my domestic partner Pastor Martin Lindstedt illegally sent to the Fulton State Nuthouse to soften him up.

      The Newton County Detention and Often Torture and Occasionally Murder Center is a sort of dungeon used to coerce ordinary people into confessing before the conviction mill run by the local korts. Thus Newton County has good roads and a better system of injustice leading up to Civil War II.



      2) What are the responsibilities and functions of the presiding commissioner?

      The primary responsibility and function of the presiding commissioner is to simply tell the Newton County judges and sheriff that the Newton County taxpayer is tired of the moral responsibility of allowing regime criminals to trump up false charges, provide a 120-bed dungeon housing 180+ prisoners and the legal responsibility of having to defend against lawsuits by their victims.


      3) How could you, as presiding commissioner, address those issues?

      I would inform the county sheriff, prosecutors, and judges that their budget would be slashed to the bare minimum so that they would have to obey the Missouri and US Constitutions and laws regarding allowing affordable bail for those not a flight risk or a danger to the community. Any police officer or jailer found torturing prisoners would be fired by not being paid.

      Also, a Jail Commission will be established to inquire as to jail conditions for those who can't and shouldn't be bonded out.


      4) What makes you the best person for the job?

      Actually, as a bed-bound old fat woman who is running because state law refuses to allow overt White Men to run for federal, state and local office, I was solely chosen to run because as a woman the Secretary of State wouldn't under color of law remove me from the ballot under a pretext.

      So given that reality, those who still bother to vote should vote for me and nobody else to show how much you hate and despise our current form of corrupt government and those which infest it.

        EDITOR’S Note: The following responses are those of the candidates and not of the Neosho Daily News.

        Three candidates are in the running for the for the seat of Newton County Presiding Commissioner in Tuesday’s general election, the only county race in which the election is contested.

        In the order in which they appear on the ballot, those candidates are Democrat Jenna Booth, the Republican incumbent Marilyn Ruestman, and Libertarian Roxie Fausnaught.

        The Neosho Daily News asked each candidate a short list of questions. Here are their responses.

        NDN: What do you see as the most pressing issues facing Newton County?

        Booth: Making sure every citizen has a voice in decisions that affect them personally and financially.

        Ruestman: The foremost issue facing Newton County is to balance the budget on an annual basis. A part of the budgeting process is the oversight of all county expenditures. This includes county road funds, as well as payroll for county employees, purchasing necessities, oversight of grant applications and receipts as well as the proper use of billing and payment procedures, along with bidding protocol. Newton County operates on a cash basis and must adhere to a set of strict accounting principles. Recently, a need for additional space for administration and judicial functions created the necessity for expansion of county facilities. The purchase of a 17,000-square-feet building has presented many challenges related to renovation and relocation requirements. Roads and bridges are always an issue for counties, particularly in weather related years.

        NDN: What are the responsibilities and functions of the presiding commissioner?

        Ruestman: The presiding commissioner is responsible to present the operating business agenda for the commission each week. Because the presiding commissioner signs the county contracts, it is imperative that she/he be qualified to interpret a variety of legal documents and statements. She/he must clearly understand the different set of restrictions required to operate as a public entity. State statutes must be able to be interpreted and applied to many differing situations, including the relationship to public liability. The presiding commissioner is responsible to represent the commission as well as the county in public relations and a variety of functions in a professional manner.

        Booth: I would attend to the responsibilities and functions of the job I’m elected to do and not interfere with other officeholder’s jobs.

        Ruestman: Having served in a public representative capacity for 20 years, and as the presiding commissioner of Newton County for the preceding four years. I will allow my record to speak for itself. As presiding commissioner my goal is that the commission work as a team and reach major decisions as a unanimous group or at least by consensus. We have been successfully acting in this manner and because of this have been able to make strides forward in these previous four years. We have been able to bring our required reserve fund from well under one million dollars to a high of double that amount. We have spearheaded an initiative that enabled us to add $1.7 million to the county road funds, thus enabling us to hard surface 65 plus miles of county roads. We have increased courthouse security. Our technology is improving each year. Our county policy manual has been upgraded to meet new federal and state guidelines.

        NDN: What makes you the best person for the job?

        Booth: Having worked in the assessor’s office for 22 years, I know that the courthouse functions much better, when each officeholder does the job they are elected to do, and not interfere with or assume they can do everyone else’s job.

        Ruestman: My vision for the county is eventual First Class Status based on assessed evaluation. This will take time, and should not occur until the county is fiscally able to afford the additional cost required by statute. These requirements include a 24 hour medical examiner and a building to house juvenile detention. I strongly believe that the county should have a basic long range plan. Each road district should have a proposed plan of maintenance and improvement. The county should always maintain a reserve fund of six months operating expenses. I have the personal desire to continue my service and to see the completion of the renovation project, new road and bridge projects as well as updated technology for county facilities.           NEOSHO, Mo. — Newton County voters on Tuesday overwhelmingly re-elected Marilyn Ruestman as the county’s presiding commissioner.

          Ruestman received 9,991 votes, or 77 percent, according to complete but unofficial election results from the county.

          Democratic challenger Jenna Lea Booth received 2,395 votes, or 18 percent, and Libertarian candidate Roxie Fausnaught received 572 votes, or 4 percent.

          Ruestman, a Republican, has served as presiding commissioner of Newton County for four years, and was also a state representative from 2003 to 2010. Her family also owns a real estate development company. She has lived south of Joplin in Newton County for more than 40 years.

          Also on Tuesday, voters approved a Neosho issue expanding the scope of the city’s gross receipts tax to apply equally to all light and power companies in the city.

          The issue received 1,177 “yes” votes, or 52 percent, and 1,066 “no” votes, or 48 percent, according to complete but unofficial results from the county.

          The city currently collects a 5 percent occupational tax from Empire District Electric Co., which in turn passes the tax on to residents. Over the years, however, annexations have brought in properties relying on New-Mac Electric Cooperative.

          The ballot measure will expand the scope of the 5 percent tax to apply equally to all power and light companies providing service in the city. That means the city can apply that same tax to New-Mac to be passed along to its customers.

          City Manager Troy Royer has said previously that the expansion will only affect New-Mac customers in the city of Neosho.

          Also on Tuesday, Stella voters approved an issue giving the village permission to issue up to $425,000 in waterworks and sewerage system revenue bonds.

          The issue received 28 “yes” votes, or 53 percent, and 25 “no” votes, or 47 percent, according to complete but unofficial results from the county.

            Voters who can be reliably trusted by MO-ZOG to vote for evil turned out Tuesday to vote on the various amendments, along with the Newton County Presiding Commissoner's race.

            By more than a 4-1 margin, Marilyn Ruestman was re-elected to the Newton County Presiding Commissioner during Tuesday’s election.

            Ruestman garnered 9,991 votes (77.06 percent) to Jenna Booth (D) having 2,395 (18.47). Libertarian candidate Roxie Fausnaught garnered only 572 votes.

            “I am extremely pleased and very happy that people have continued to have confidence in my leadership,” said Ruestman, who was elected into the office back in 2010.

            This makes her second term for the presiding commissioner.

            Ruestman said her first term was educational.

            “I probably spent a year just trying to get educated,” she said.

            Ruestman said she saw some goals completed in the first term.

            “We did pass the sales tax that we committed to improve roads in the county,” Ruestman said. “We actually hard surfaced about 65 miles of road. That is quite a lot of road coverage. I am very proud of that. We have balanced our budget – cash budget – every year and we received a ‘clean audit’ each year, with the help of a fine auditor. That is one of our main goals is to watch the budget and watch how we spend taxpayer money.”

            Another goal dealt with an updated policy manual.

            “Which I think is very beneficial to a county, especially when we get into talking about legal issues,” she said. “We have been able to – I believe – to provide very, very good benefits for the employees of this county. That has been difficult at times, particularly with the health insurance.”

            Now with the election over, she has new goals.

            “I want to continue making the very best use we can of our road tax money, I want to watch that carefully,” she said. “We have purchased the building directly across the street from the courthouse – a 17,000 square foot building. I think we will be meeting this month with financial folks as well as architects, we will begin to move pretty quickly now once we make the decision about who will be over there. We will try to have us in there by summer.”
